Open Data and Government Transparency are amongst the most powerful levers of 21st century public policy. They present multiple opportunities, offering benefit to the public sector, individuals, businesses and countries. Open Data can enable accountability and improve productivity in key services. It can transform social relationships, empowering individuals and communities and drive economic growth. 

The presentation will focus on the UK's experience of Open Data and Government Transparency. Francis Maude, MP, the UK’s Minister for the Cabinet Office will be the keynote speaker. Mr Maude is responsible for taking forward the UK Government’s transparency agenda. One example is the UK’s new Government Licensing Framework, under which management of Government intellectual property defaults to be open and free.

Mr Maude will discuss the implications of transparency for government, how the UK has gone about implementing the new Framework, the challenges and lessons learnt, and how the UK’s experience can apply to some of the World Bank’s client countries, some of whom have already joined the UK as members of the Open Government Partnership.
