Bill Edwards, Managing Partner, Gov3 Foundation, UK

Former Managing Director of Directgov, and Director of e-Communications in the UK Office of the e-Envoy, Bill is a global leader in customer-facing government, and was the chief architect of Directgov (www.direct.gov.uk) and the underlying business process for a new customer-focused service delivery model. He is currently leading the development of a new online One Stop Portal for the Hong Kong government.

Bill has a unique combination of government, IT, marketing communications and delivery expertise, which enables him to architect the internal and external components and processes needed to implement successful pan-government/private sector delivery programs. He has proven program management expertise from the successful delivery of complex citizen facing services. Through his international work, Bill has a detailed understanding of how the leading online government services operate around the world.


Timothy K. Young, Associate Administrator of E-Gov and Information Technology, OMB, USA

Mr. Young is in charge of planning and implementing the Federal Government’s electronic government priorities, responsible for ensuring that government is meeting the goals of the President’s Management Agenda (PMA) delivering value and results to citizens and saving taxpayer dollars. Most recently, Mr. Young served at OMB as the Portfolio Manager for Internal Efficiency and Effectiveness (IEE). The IEE Portfolio’s objectives are to rethink internal Federal Government processes using modern technology and to reduce costs by using industry best practices in areas such as supply-chain management, financial management, and knowledge management.Prior to joining OMB, Mr. Young was a Senior Consultant with BearingPoint’s Federal Services Consulting Practice (formerly KPMG Consulting). In this capacity, he helped clients improve business processes, reengineer services, and adopt quality management principles.

In addition to his consulting experience, Mr. Young conducted research internships with the U.S. House of Representatives and the Heritage Foundation. Mr. Young has a Master of Business Administration from the Kogod School of Business at the American  University with a concentration in management of global information technology. Mr. Young also received a B.A. in Political Science from Georgia Southern University.


Kim Viborg Andersen, Professor at the Department of Informatics, Copenhagen Business School, Denmark

Dr. Andersen is vice-chair of the IFIP WG 8.4 on interdisciplinary e-business and in various editorial boards. Also, he has served as study director for the M.Sc. e-commerce degree at the IT University in  Denmark  . He teaches graduate courses on IT and organizations. Business process reengineering and digital transformation of government are the key teaching areas.

In his role as researcher in organizational and policy aspects of IT, Professor Andersen has managed and been involved in several national and international projects, primarily in the US and Asia. In Asia, he has conducted scoping and implementation of projects in China   , Pakistan  , Vietnam , Laos , Bhutan , and Sri Lanka . His book publications include “Public Sector Process Rebuilding” (2004), “EDI and Data Networking in the Public Sector” (1998) and “Information systems in the public service” (1995).


Chung Mun Cho, Director, KADO, Korea

Dr. Cho is Director of the Division of International Cooperation & Planning of the Korean Agency for Digital Opportunity and Promotion, in charge of international cooperation for helping promote informatization of developing nations and the KOIL (Korea IT learning program) which offers training opportunities to government officials and other experts. He received a Ph.D. from the University of Maryland in Sociology and prior to taking his current position, has taught social science related subjects in University, has been a Senior Researcher in the Department of IT Policy Development at the National Computerization Agency from 1999 to 2002, and also has worked as a consultant with ESCAP and World Bank in the field of ICT development of developing nations.

His major research work includes "Current State of the Digital Divide and Policies for Closing the Digital Divide(2000)", "Study on the Use of Online Information among the Information Poor and the Ways to Promote their Use of Online Information(2000)", "Study on the Ways to Promote the Participation of Private Sector in Closing the Digital Divide(2001)", "Survey on the Informatization of the elderly, people with disabilities, and low income people of lower than 50(2002)", "E-Learning, Is it tool for social inclusion (2004)", amongst others.


Åke Grönlund, Professor of Informatics at Örebro University, Örebro (Sweden), also affiliated to dept of Informatics at Umeå University.

Åke’s research currently has a strong focus on Electronic Government. In this field he has published international books including "Electronic Government – Design, Application and Management" and "Managing Electronic Services". Åke’s research covers the coordination of organizations and networks using ICT, including electronic service delivery, organizational redesign, electronic information infrastructures, and ICT-enabled coordination of work.

Åke is chair of the two largest eGovernment researcher communities, one within the US-based Association of Information Systems (sigegov.org) and one within IFIP (International Federation of Information Systems, IFIP WG 8.2 - http://falcon.ifs.uni-linz.ac.at/research/ifip85.html). Åke is also Program Chair of the International EGOV conference. Åke has participated in several international eGov projects. Åke is founding faculty and member of the Steering Committee of the EU eGovernment "Network of Excellence" DemoNet and the Swedish research programme DemocrIT on ICT in democratic processes.


Subhash Bhatnagar, adjunct Professor at the Indian Institute of Management, Ahmedabad (IIMA), and e-Government Advisor, Information Systems Group, World Bank

Subhash Bhatnagar is an adjunct professor with the Indian Institute of Management, Ahmedabad (IIMA) and works nearly half time as a consultant advisor on eGovernment with the World Bank in Washington DC. He has been responsible for mainstreaming E-Government applications in the activities of the Bank during the last five years. As a tenured professor at IIMA from 1975 to 2003, he held various positions: CMC Chair Professorship in Information Technology; member of the board of governors and Dean. He also coordinated two of IIMA’s externally funded research centres: Telecom Policy Study Centre and the Center of Electronic Governance. He has taught in the US, Kenya and Tanzania.

His current interests are in E-Government and ICT for rural development. He has advised World Bank client countries on E-government strategies. He has published over a hundred articles and 8 books including a book on E-Government: from vision to implementation published by SAGE, in 2004. He has been a consultant to UNDP, GTZ, UNESCO, IFAD for work related to ICT use in development. He is a member of the Apex Advisory Committee on eGovernment chaired by the Minister of ICT, Government of India. He has been a keynote speaker in dozens of conferences around the world on eGovernment. He delivered the Pinkerton Memorial Lecture instituted by the IEE UK in June 2005 in London. He founded a Working Group in International Federation of Information Processing called Social Implications of Computers in Developing Countries which he chaired from 1989-95. He was the chief editor of the international Journal on IT and Development published by IOS Press and is on the editorial boards of six other international journals. He is a recipient of IFIP Silver Core, and the Fellowship of the Computer Society of India.


J. Satyanarayana, CEO, the National Institute for Smart Governance, India

J. Satyanarayana, a member of the Indian Administrative Service (IAS) since 1977, is currently the Chief Executive Officer (CEO) of National Institute for Smart Government (NISG), Hyderabad, India (www.nisg.org). He is responsible for shaping the Institute as a Centre of Excellence in e-Governance at the national level, especially in the areas of architecture and standards, project development and capacity building for e-governance. Earlier, he served the Government of the State of Andhra Pradesh, India in various capacities like Special Secretary in the Finance Department, Commissioner of Registration and Stamps, and Principal Secretary in the Information Technology and Communication Technology Department. He has pioneered the implementation of popular e-Government projects like eSeva, APonline, CARD, and e-procurement. In his current assignment he has been associated with the design of e-Government Roadmaps for majority of the states, besides major e-Gov projecs like MCA21, eBiz, Bangalore One and the Gateway.

Mr. Satyanarayana, has authored a book titled, “e-Government, the science of the possible”, published by Prentice-Hall of India, New Delhi, India (www.phindia.com).


Jeongwon Yoon, Director, National Computerization Agency

Jeongwon Yoon has been working more than 12 years as Director of the National Computerization Agency, Korea. He is responsible for ITPAP (Information Technology and Policy Assistance Program), assisting more than 12 developing countries in the area of e-Government projects. He successfully launched IT cooperation centers in Mexico  and Chile , jointly with both Governments. Prior to this, he was responsible for reviewing BPR of Korean National Finance System, planning National Backup Center , designing Digital Certification Authority, and developing IT Risk Analysis methodology. He also served as Information and Telecommunication Sector Coordinator(1998-2000) of International Y2K Cooperation Center , Auspice of UN. As a guest researcher(2001) at the National Institute of Standards and Technology in USA , he conducted cross certification testing of Public Key Infrastructures between Korea and USA . He has BS and MS degrees in Computer Engineering from California State University in USA . He is a Ph.D. candidate in Information Management from Seoul University of Information.


Gregory Scott, Public Access Technology Manager, Fairfax County, Virginia

Mr. Scott is the Public Access Technology Manager for Fairfax County, Virginia. He is responsible for managing the County’s E-gov programs (IVR, Kiosk, and Web), the Information Architecture Group and is the co-chair of the County’s Architecture Review Board. Gregory has been involved with Fairfax County E-gov initiatives for the past 7 years. He is a representative for Fairfax County on several inter-governmental committees: Washington Metropolitan Council of Government, General Services Administration and has served on the Commonwealth of Virginia Council of Technology web services committee. Mr. Scott is well versed on the County’s E-GOV program and has been called upon to present for organizations and national events.

Mr. Scott has been in the Information Technology field for over twenty-five years. His previous experience has been management, design, development and implementation for application solutions for web, client server systems, mainframe, and network administration.


John Borras, Associate, Gov3 Limited

John Borras has spent the majority of his career working on the development of ICT systems, policies, strategies and procedures for central and local government in the United Kingdom. He has an extensive knowledge of a wide range of issues relating to e-government and e-voting both at the business, information and technical levels. His main areas of expertise are at the strategy and policy levels and he is regarded by colleagues as one of the UK’s foremost experts on e-government and e-voting standards.

Most recently he was the Chief Executive of the Local e-Government Standards Body (LeGSB), and was responsible for the development of policies and procedures relating to the approval and setting of standards that will support local government meet their e-service delivery targets. Prior to that he worked in the Office of e-Envoy (and subsequently the Cabinet Office’s e-Government Unit) where he was the Director of Technology, responsible for the UK’s e-Government Interoperability Framework (e-GIF) and other e-government and e-voting technical policies and standards.

Before joining the OeE he spent over 30 years in the Inland Revenue, the majority of his time being spent on data and information management and IS/ICT Strategy. He has represented the UK government on various international working groups, developing e-government and e-voting strategies, data interchange procedures and standards, and enterprise architectures. He is a past Director of OASIS, the international e-business consortium, and has until recently chaired two OASIS Technical Committees, one on e-government standards and another on e-voting standards.



Arvo Ott, Member of Management Board, e-Governance Academy; former Head of Department of State Information Systems, Ministry of Economic Affairs and Communications, Estonia

Dr. Ott joined the e-Governance  Academy on November 1st, 2005. His main responsibilities include the coordination of e-governance training programmes and general management. Prior to joining the e-Governance Academy , Dr. Ott served as the Head of Department of State Information Systems at the Ministry of Economic Affairs and Communications. At the ministry, his main responsibilities included coordination of information systems in public administration in Estonia , information policy matters, finance and legislation issues, and international cooperation in the field of ICT. Dr. Ott is also a member of several councils and international task groups. Arvo Ott was born on January 13th, 1954. He studied electrical engineering and computer systems at Tallinn Technical University (1972-1977) and received his doctorate in speech technology and expert systems at The Estonian Institute of Cybernetics in 1987.


Chang Kang Seol, Senior Information Officer, ISGEG

Chang Kang has worked for the Samsung Corporation for 14 years before joining the World Bank as a Senior Information Officer. He has been charged with organizing and developing infrastructure projects with financing in the Information Communication Technology (“ICT”) Sector, covering wired & wireless telecommunication and e-Government, especially for developing countries such as the Philippines, Sri Lanka, Mongolia, Indonesia, Senegal, Angola, etc.


Chris Parker,  Managing Partner, Gov3 Limited, UK

After a 14 year career as a high-flying civil servant in the UK  government, Chris founded a new business – gov3 limited – in September 2004.   In the previous five years, he had been Deputy e-Envoy to the UK ’s Prime Minister, and Chief Operating Officer of the Office of the e-Envoy.  In this role, he led the team at the heart of the UK government which developed and delivered one of the world’s most successful strategies to create a Knowledge Society.  The strategy successfully moved the UK economy from being one which, in 1999, lagged behind the other major economies in embracing the Internet, to one which is a world leader.

After successfully meeting all the stretching targets which had been set by the Prime Minister in 1999, Chris wound up the Office of the e-Envoy in 2004.   Along with other senior civil servants from the Office of the e-Envoy, in September 2004 Chris launched gov3 - providing strategic advice and support to Government leaders responsible for driving IT-enabled transformation, within the public sector and across the wider economy. Gov3 has now worked with over 25 governments, on every continent.


Randeep Sudan, Senior ICT Specialist, Global ICT Department, World Bank

Randeep Sudan  is a Senior ICT Policy Specialist with the Global ICT Department (GICT) of the World Bank. He leads GICT's practices on e-Government and IT industry development. He is currently working on ICT projects in Africa, Central Asia, East Asia, Eastern Europe, Latin America and South Asia . Prior to joining the World Bank in 2005, he held senior government positions in India , as a member of the Indian Administrative Service. He was Special Secretary to the Chief Minister and ex-officio Secretary Information Technology in the state of Andhra Pradesh and was closely associated with policies and strategies for leveraging ICT for development. He has been the Chief Executive of APFIRST an organization focused on promoting investments in the ICT sector, and also of AP Technology Services, a company specializing in the use of ICTs in government. His areas of expertise include ICT policy, e-government, investment promotion, infrastructure development and public-private partnerships. He has a MSc in Social Policy and Planning from the London School of Economics and a MA in Economics from the Jawaharlal Nehru University . He has taught as a visiting faculty at the Department of Informatics at the University of Oslo .


Rajan Bharwaj, Senior Information Officer, World Bank

Rajan has been involved in software development for 17 years and has worked in a diverse set of projects - from network software management, airline software to portals and internet platforms. His current responsibilities include managing technology aspects of World Bank's internet and portal platform, enterprise content management and web content management. He is also active in advising internal and external clients on IT strategy and enterprise architecture.


Deepak Bhatia, Manager, ISG e-Government Practice, the World Bank

Mr. Deepak Bhatia is the Manager of the e-Government Practice, ISG at the World Bank. He has broad knowledge of the intricacy of IT and a deep understanding of the complexity of strategy development for process and IT integration. Deepak's expertise guides E-Government Practice in providing tactical, operational, and facilitation services to the Bank's operational teams. Under his leadership the e-Gove team assists with the identification, assessment, and re-engineering of IT components in operational projects and oversees the Informatics components of Bank loans in several countries. Having joined the World Bank in 1984, Deepak brings 20 years of knowledge and experience in providing support to Bank's operations involving IT components. His experience includes: manager for the Operations and Resource Management systems for systems renewal; manager for the Information and Document Management team in ISG; and project manager for the sector-theme reclassification project. Deepak holds Masters degrees in Computer Applications (M. Eng) and in Business Administration (M.B.A)
