 The JERP FY07 e-government program was structured around the following 3 components:
I. Digital Inclusion
Kazakhstan is lacking behind most peer upper middle-income countries in terms of accessibility and affordability of e-government and information society opportunities by the population at large. Unless drastic measures to bridge this gap are undertaken, the country is not likely to be able to compete with peers in the increasingly digitized world economy and the promise and significant investment into e-government programs will not be justified. Recognizing this, the GoKz requested collaboration on the following issues: State program on digital inclusion as the first stage for Information Society development (focus on developing monitoring and evaluation framework) Increasing the level of digital literacy, including distance learning for ICT skills Digital inclusion for disadvantaged groups (focus on children with special needs) Strategic Communications & Public Awareness Expanding access to e-services through Public Access Points Increasing Internet and PC penetration; Public Private Partnerships for rural broadband; Universal Access Funds, etc

II. Inter-Agency Coordination and Integration
e-Government is primarily about integrating government around the needs of the citizens and businesses. This involves a number of technical, institutional and legal challenges. Therefore, GoKz requested collaboration on the following issues:
 Introducing digital ID cards in the context developing the National Identification System: standards, range of uses of the ID card, coordination with other e-government projects. Defining architecture of the government Payments gateway, information security issues related to the Payments gateway and cost recovery options. Defining the functionality and services of government Intranet, requirements for back-end integration of government information systems enabling the Intranet to operate as a single entry-point to G2G services. Public Key Infrastructure (PKI).
Under this program component, the following video-conferences were organized: Public Key Infrastructure (PKI) for e-Government National Identification Systems (in Englishand Russian, in two zip files)

III. e-Government Leadership and Capacity Building
Implementing e-government is not only about technology but primarily about process re-engineering and change management. This requires a cadre of e-government champions - the senior officials responsible for e-government in their respective agencies. Kazakhstan needs to develop such a cadre to ensure success in its e-government efforts.
