Performance Indicators for Judicial Reform Projects

Judicial reform projects typically begin with alternations in internal operations that are then expected to produce changes in outcomes or performance. But in the short-run, changes in internal operations are unlikely to have any effect on how the judiciary operates and thus the use of "outcome" or "output" indicators is inapposite. Written by a World Bank staff member, this paper discusses how managers of judicial reform projects can nonetheless monitor the progress of a reform effort in its early stages. It also notes how the exercise of devising project indicators can contribute to a more focused reform strategy.
