The Workshop on problems of associated gas utilization in Russia’s largest oil producing region – Khanty-Mansiysk autonomous okrug – was held on October 12-13, 2004. The 2-day workshop was hosted by the okrug’s government and brought together the majority of the involved stakeholders including the regional authorities, representatives of federal ministries, the Russian lower parliament -- State Duma, oil companies, a major gas processing company "Sibur," as well as academic circles. The event was one the first in Russia to focus entirely on the issues of associated gas flaring and utilization, marking the rising awareness of the problem of hydrocarbon resource waste and environmental damages from flaring and venting and the emerging willingness of different counterparts to work towards finding mutually acceptable solutions.
The GGFR’s contribution included both organizational support as well as delivery of four presentations by the GGFR team and representatives from Alberta Energy and Utilities Board (EUB) on the following topics: International Experience in Regulation of Associated Gas Utilization by Bent Svensson, Program Manager, GGFR (slides, speech)
