The World Bank empowerment retreat was an opportunity to move forward by sharing the empowerment sourcebook and mainstream the approach across the World Bank.
As a cross-cutting development issue, empowerment has implications for service delivery, local governance and decentralization, national governance, pro-poor market development and access to justice. World Bank staff across regions and networks already work on these issues. Many existing thematic groups address them as well. While leadership on various aspects of empowerment will continue to be decentralized, the purpose of the empowerment retreat was to create synergy across regions and networks, determine priority areas of work, and identify lead players to undertake the work.
