Feature Article: Measuring Empowerment: an Analytic Framework 

Although "empowerment" is included in numerous Bank projects and learning modules, there has thus far not been a reliable framework for measuring or tracking progress and impact. Thus, even though many investments are made in "empowerment," it has been difficult to analyze whether a de facto increase in "empowerment" has actually occurred. Full Article

  • Social Accountability Booklet (412kb PDF) — The Participation & Civic Engagement Group and the Community of Practice on Social Accountability (COPSA) hosted the first screening of...BBC Documentary: People's Power on March 5th. The documentary highlights successful cases of Social Accountability around the world and features SD Director, Steen Lau Jorgensen. The next screening will be Thursday, March 11th, 1:00pm, MC2-800. These stories are based on some of the Case Studies illustrated in the Social Accountability Booklet.
  • Revamped external website of the Gender and Rural Development Thematic Group (GENRD) — The site aims to serve as a portal for exchange of experiences and information among practitioners in gender and rural development at the global, national and grassroots levels within the Bank and outside. To better achieve its core objective of promoting the systematic integration of gender concerns in the World Bank's rural activities, GENRD welcomes contributions and comments on the site and is happy to feature activities and resources from across the Bank on gender in rural areas which could be made available to an external audience.   • Empowerment in Action (newsletter of the LAC Civil Society Team) — This issue highlights the discussions and findings of the Third Regional Thematic Forum on "Economic Integration for Social Equity"; initiatives to increase youth participation in development issues; the results of civil society consultations around the World Bank's Country Assistance Strategies (CAS); as well as other activities of the LAC Civil Society Specialists in the field.   • Social Development (SD) Database — This database contains a set of indicators of measurable changes in the Bank's social development thematic portfolio. An expanding portfolio of lending and non-lending operations indicates effectiveness in incorporating key social development issues into the design and implementation of activities on-the-ground. The database has a powerful search engine that allows you to track the portfolio.
  • Social Development Indicators Database (SDStats) — SDStats track macro-indicators of social development. The Social Development Indicators (SDIs) build on prior work on the Bank's cross-sectoral social development agenda, and analytical and operational work on different social development themes. SDStats also includes several indicators that monitor the achievement of the Millennium Development Goals (MDGs). The indicators are organized into four sections, starting with the country context which provides background information on each country, and the three conceptual dimensions of the social development strategy:

    • Country context
    • Inclusion
    • Cohesion
    • Accountability

SDStats provides the convenience of using data compiled from multiple sources that are in the public domain (and websites). The primary source of information for the SDIs is the World Bank's World Development Indicators (WDI) series. SDstats includes data from external agencies, such as the UN's Human Development Report, UN HABITAT, EIU, and ICRG among others.
