Feature Article: Empowerment in Service DeliveryWhen eight hard-nosed economists say that empowering poor people is key to effective service delivery, a different crowd of people may start paying attention. Or so says Shantayanan Devarajan, the director of this year's World Development Report (WDR). Devarajan says that in recent WDR presentations around the world, NGO representatives tell him that they reached this conclusion regarding empowerment and service delivery some 25 years ago. He replies, "But it might matter who the messenger is. Here you have eight hard-nosed economist actually agreeing with you." Devarajan adds though that this concurrence is based squarely on evidence. "These [WDR economists] took a very hard look at the data and came up with the conclusion that empowerment is an important instrument [in service delivery.]" Full Article

Announcements/Points of InterestCESI launches a regional dialogue on Access to Information — In a series of eight video-conference sessions running from Sept. 2003 until Feb. 2003, participants from the World Bank headquarters and field offices will engage in a dialogue on enhancing access to information in South Eastern Europe. The videoconference series will consist of three phases: 1) the importance of freedom of information; 2) the legal, policy, and institutional framework for access to information in South Eastern Europe; and 3) Public Information Centers as a mechanisms for accessing information at the local level. Development Gateway Launches Global ICT Competition — Information and communication technologies (ICT) have become an increasingly important factor for development. The field is young, however, and the promise of using ICT has yet to be realized in much of the developing world. The Development Gateway Foundation has therefore launched a global competition for the Petersberg Prize to honor the individual or organization that has most effectively used ICT to advance development and improve people's lives in developing countries. The deadline for submission is February 1, 2004. Reinventing Accountability: Making Democracy Work for All — On Wednesday, November 12th Anne-Marie Goetz, from Institute of Development Studies, University of Sussex will be delivering her Keynote Address on "Reinventing Accountability: Making Democracy Work for All". This event co-sponsored by the Community of Practice on Social Accountability (COPSA), SDV and the ESSD Lecture Series will be opened by Ian Johnson, Vice President of ESSD Network followed by a panel discussion with CIPPEC's Executive Director, (Argentine think tank) and Katrina Sharkey, Sr. Operations Officer, PRMPR. The Argentina, Peru, Ghana, Paraguay Country Offices will be connected as well as the Jordan GDLN site. Time: 11:30 - 1pm. Location: Preston Auditorium.
