International Organizations

  • World Bank Independent Evaluation Group (IEG) provides evaluation and monitoring tools, methodologies, practices, lessons and information to enhance the quality of World Bank operations.
  • Africa Impact Evaluation Initiative, which is maintained by the Africa unit of the World Bank, offers information specific to those impact evaluations that are completed or ongoing in Sub-Saharan Africa.  Additional resources on development goals in Africa are addressed on this page.
  • Inter-American Development Bank: Office of Evaluation and Oversight undertakes independent and systematic evaluations of the Bank's strategies, policies, programs, activities, delivery support functions and systems; disseminates findings of the evaluations and provides oversight and support for the enhancement of the effectiveness of the Bank's evaluation system.
  • UNDP: Evaluation Office (EO) is responsible for overall evaluation policy within UNDP; development of the evaluation methodologies and guidelines; the conduct of thematic and strategic evaluations; and provides guidance and technical support to project-level evaluations. UNDP monitors evaluation compliance rates of units, bureaus and country offices. UNDP also chairs the Inter-Agency Working Group on Evaluation, and is an observer at the OECD/DAC Expert Group on Evaluation.
  • UNICEF Evaluation and Good Practices gives up-to-date results of policy analysis, evaluations and research, as well as on the methodologies developed and used.
  • International Fund for Agricultural Development (IFAD): Office of Evaluation (OE) evaluates IFAD-financed projects and programs and carries out studies, drawing lessons from IFAD's experience. Generating, analyzing and disseminating knowledge about poverty alleviation are central to OE, whose long-term goal is to strengthen strategic links with other institutions and non-government organizations (NGOs) to facilitate a wide coalition against poverty.
  • Asian Development Bank Operations Evaluation Department monitors and assesses the progress of the Bank's diverse operations relative to the needs of its Developing Member Countries, identifies lessons of experience and provides feedback to improve future operations and contributes to the assessment of the Bank's overall development effectiveness.
  • DAC Evaluation Inventory  is a collection of evaluation reports abstracts from several bilateral and multilateral donor agencies. The inventory is maintained by the Canadian International Development Agency (CIDA).
  • DAC Network on Development Evaluation (OECD)   brings together representatives from thirty bilateral and multilateral development agencies. They work together on improving evaluation for more effective development assistance.

Evaluation Associations

  • The African Evaluation Association (AfrEA) is an informal network facilitated by UNICEF Eastern and Southern Africa Regional Office (ESARO) as follow-up to the AfrEA Conference to facilitate implementation of its recommendations, primarily, to foster the creation of networks of professional evaluators and professional associations, to develop a sustainable structure to link national associations to an Africa-wide association, to review the US program evaluation standards for adoption or adaptation in Africa, to create a database of evaluators in Africa, to invite contributions to an annotated bibliography of evaluations in Africa, and to publish the papers and proceedings of the Conference.
  • American Evaluation Association is an international professional association of evaluators devoted to the application and exploration of program evaluation, personnel evaluation, technology, and many other forms of evaluation.
  • Australasian Evaluation Society is an important research site for those interested in improving public sector effectiveness.
  • Canadian Evaluation Society is made up of a diverse group of individuals who share a common interest in evaluation. It is dedicated to the advancement of evaluation for its members and the public. In the field of evaluation, the Society promotes leadership, knowledge and education, advancement of theory, advancement of practice, professional development, and advocacy.
  • Canadian Government, Human Resources and Social Development, Evaluation and Data Development  collects papers and reports on evaluations of Government programs in Canada.  It also provides a good deal of methodological information on how to conduct an impact evaluation.
  • European Evaluation Society promotes theory, practice and utilization of high quality evaluation especially, but not exclusively, within the European countries. This goal is obtained by bringing together academics and practitioners from all over Europe and from any professional sector, thus creating a forum where all participants can benefit from the co-operation and bridge building.
  • Evaluation Cooperation Group (ECG) is dedicated to foster collaboration and harmonization of evaluation work among the evaluation units of the Multilateral Development Banks.
  • Evaluation in the European Commission supports the development of evaluation practices by advice, training, guides and networking for evaluation of community policies and programs.
  • International Association for Impact Assessment is a forum for advancing innovation, development and communication of best practice in impact assessment. Its international membership promotes development of local and global capacity for the application of environmental assessment in which sound science and full public participation provide a foundation for equitable and sustainable development.
  • The Spanish Public Policy Evaluation Society (SEE) contributes to the development and implementation in Spain of the evaluation of public policies, programs and projects, as an essential instrument for the improvement of the effectiveness, efficiency and social use of the activities performed by the Public Administration.
  • UK Evaluation Society promotes the theory, practice, understanding and utilization of evaluation and its contribution to public knowledge. It builds bridges between different evaluation communities by providing a forum to consider differences and similarities in the problems they face. The Society also promotes training events, publishes newsletters and organizes conferences.

General Sites for Additional Evaluation Links and News

  • MandE News is a news service focusing on developments in monitoring and evaluation methods relevant to development projects with social development objectives.
  • Monitoring and Evaluation (ICT Projects) provides descriptions and links to more than a 1000 resources on monitoring and evaluation. It will serve those working on information and communications technology (ICT) in international development especially well. However, there are many resources that would be useful to others. Resources are included that deal with M&E indicators and methods and the conceptual framework for evaluation. There are also links to most donor agency evaluation websites. The resource collection contains information on case studies, evaluations, and collections of case studies.
  • On-line Evaluation Resource Library is an extensive list of evaluation plans, instruments and reports developed for NSF/EHR funded projects and uses specific quality criteria for inclusion.
  • Resources for Methods in Evaluation and Social Research lists free mostly web-based resources for methods in evaluation and social research. The focus is on "how-to" do evaluation research using surveys, focus groups, sampling, interviews, and other methods.
  • WWW Virtual Library lists an extensive list of evaluation-related sites.
