The Pilot Review Workshop was held at World Bank headquarters in Washington, DC, December 9 – 11, 2003. It was intended to review the experience and initial findings from the pilot testing of an integrated quantitative and qualitative package of instruments in five countries: Ethiopia, India, Peru, the Philippines, and Romania. Four methods including a questionnaire, two focus group discussions, open ended interviews and interviews with policy makers were used in the pilot studies. The workshop involved approximately 30 participants, including the researchers conducting the pilot studies, a small group of expert advisors, and select World Bank staff.
