The purpose of this seminar is to provide guidelines for the examination of the impact of agricultural market reforms on poverty and welfare. The focus of these guidelines is primarily on the reform of marketing boards and other parastatal or quasi-governmental organizations that intervene directly in agriculture. However, the concerns raised by parastatal reform are inextricably linked to broader issues of reform in the sector. The seminar will include some discussion of agricultural sector reforms and some generally applicable topics of agricultural policy analysis and PSIA.
