Welcome to this e-discussion on the Poverty Reduction Strategy Paper (PRSP) approach. To provide more time for input, we have been requested to extend the e-discussion. The forum will now continue through Monday, May 23, 2005. The World Bank and IMF are currently undertaking a 2005 PRS Review of implementation experience, picking up from the recent independent reviews by the Bank’s OED and the Fund’s IEO, as well as numerous other references which discuss the PRS and related issues. This is an open forum to share your views on any aspect of the PRS approach, including: (i) strengthening the medium-term orientation of the PRS approach; (ii) utilizing the PRS as a mutual accountability framework between countries and donors; (iii) sustaining meaningful participation; (iv) enhancing linkages between the PRS, medium-term expenditure frameworks and budgets; and (v) tailoring the approach to conflict-affected and fragile states. We particularly welcome your sharing with us specific country experiences. You may also want to share further thoughts on issues raised in two recent e-discussions: (i) The Comprehensive Development Framework Principles as the basis for Poverty Reduction Strategies and (ii) The Future of Development Assistance: A Market for Aid? To start off this dialogue, we will pick up on the discussions that took place at the recent CSO Global Policy Forum. Several concepts were repeatedly raised in many of the sessions: country ownership, accountability, and meaningful participation. These are multi-faceted concepts. In your view: - What are the crucial aspects?
- How do you think these concepts are interrelated?
- How does the PRS approach fit into the equation?
- Are there tensions among domestic accountability, country ownership and donor expectations, or can they be balanced?
- Can you share country specific examples that illustrate important lessons related to these concepts?
