The allocation of the budget is a key instrument for governments to promote economic development and reduce absolute poverty. Moreover, the national budget can play a key role in providing accountability on the use of resources to domestic and external stakeholders. However, annual PRSP progress reports have shown that in many countries, fragmented budgets, misalignment of PRS and budget cycles, lack of budget discipline, and an exclusive focus on inputs are among the factors that undermine the ability of budget systems to prioritize spending and generate performance feed back that would help to improve outcomes. This session will look at the experience of Armenia and its efforts to implement poverty reduction objectives through a better integrated policy planning and budget process. Examples from Uganda and Ghana will also be provided.
