Chad began the reform of its cotton sector in 1999 with support from the World Bank and the Government of Norway, liberalizing its cotton sector by restructuring and preparing to privatize the cotton parastatal, CotonTchad, and by promoting strong producer organizations with a key objective of the reforms is to improve farmer incomes.This PSIA includes (i) an economic scenario study of different options for the privatization of CotonTchad; (ii) an ex-ante qualitative analysis and a baseline quantitative survey to identify relevant stakeholders; (iii) the barriers they face under different reform scenarios, the strength of institutions and the social risks of the reform, and (iv) an ex-post analysis to examine the likely impact of the reforms on different groups and to get a sense of the welfare impact on farmers who abandon cotton production.
