In 1997 Moldova launched a reform program to address urgent problems in the energy sector. Since privatization, accusations, counteraccusations, and lawsuits have led to a climate of uncertainty for continued reform. One of the central complaints has been that privatization has adversely affected the poor. This PSIA studies the issue with two main questions: whether the reform affected the poor and the nonpoor differently and whether household consumption patterns are different for private and public distribution networks.
