Morocco National Slum Upgrading Program


In 2004 the Government of Morocco initiated a comprehensive reform program in an attempt to address both the supply and demand side of the housing sector. As part of this program of reform, the Government’s launched its flagship national slum upgrading program “Villes Sans Bidonvilles’’ (VSB) or “Cities without Slums”, which aims at providing decent accommodation to the 212,000 households living in urban slums by 2010. This PSIA was carried out in partnership with the Ministry of Housing and Urban Planning as an analytical input to the policy dialogue, focusing on the national slum upgrading program and the related housing finance mechanisms.
