Beneficiary Assessment is a qualitative research tool used to improve the impact of development operations by gaining the views of intended beneficiaries regarding a planned or ongoing reform. It seeks to provide reliable, qualitative, in-depth information on the socio-cultural conditions and perceptions of the target group(s). The approach relies primarily on interviews, focus group discussions, and direct and participant observation. It is therefore low cost. Beneficiary Assessment provides the target population with the opportunity to voice their opinions, needs, and concerns regarding the development process. Furthermore, Beneficiary Assessment increases the participation of stakeholder groups, which, leads to their ownership of the development operations and increased likelihood of its support and success.
