Participatory Public Expenditure Reviews (PPER)

A Public Expenditure Review (PER) is a key tool for analyzing public-sector issues in general and public-expenditure issues in particular. PERs help countries to establish effective and transparent mechanisms to allocate and use available resources in a manner that promotes economic growth and helps reduce poverty.

Participatory Public Expenditure reviews (PPERs) seek to improve upon the PER by involving the stakeholders in the government's budget allocations in the PER process. Citizen's engagement can assist in processes that lead to better targeting, allocation, and tracking of resources. Participation can help suggest new development policy choices; at the same time, public participation makes the final decisions of the PER more legitimate and accountable.
