This PSIA assesses the implications of greater private sector participation in the distribution and management of water services in low income urban areas in Malawi. The Governments initial intention was to fully privatize the Lilongwe water board. Findings suggested that privatizing the management of water boards was highly risky and – as in other Sub-Sahara African countries – might not lead to better service provision for the poor, but that promoting competition at the neighborhood level would have real benefits.
