About Governance in Fragile States
Fragile and conflict-affected states (FCAS) present a range of extremely challenging issues for development professionals as everything is urgent and important, resources are scarce and skilled, experienced staff few and far between. The Public Sector & Governance Group has three research areas which aim to support Bank and other colleagues working in FCAS. The first is the development of guidance to assist operational staff to take into account and engage in state-building in FCAS, and to choose among competing public sector investment priorities. The second is a research on civil service reform in post-conflict settings, based on the premise that the approach to public service reform and rebuilding in these settings needs to be quite different from what most practitioners are normally familiar with. The third research area is public financial reform in post-conflict fragile states, exploring 'what works' in these environments and with what results.
