Public officials' performance depends on their institutional environment. In surveys and analyses financed under the Bank-Netherlands Partnership Program (BNPP) , officials were asked about what they see as institutional impediments to their performance. Survey results help to map the strengths and weaknesses of the public sector and can identify potential pay-offs with reform interventions.
