 ABOUT

On February 4, 2000, the Government of the Republic of Guinea created the National Committee Against Corruption and for Moral Improvement in Economic and Financial Activities (CNLC). Within the framework of its activities, the CNLC, in collaboration with the World Bank, resolved to carry out a nation-wide survey to measure how corruption and other issues related to good governance are perceived by the public opinion. The survey was completed in 2003-2004 by local firm StatView and drew information from households, public officials and enterprises. Key issues targeted by the survey included perceptions of the quality of public service delivery and the integrity of public officials. Respondents were also asked about their experiences with government financial management and procurement in the public sector in order to help pinpoint areas of concern within the state structure.

In May 2004 the Presidency of Guinea created the Agence National de Lutte Contre la Corruption (ANLC) under the Ministry of Finance and Economic Control (MFEC). The agency is charged with overseeing prevention activities to fight corruption and was responsible for the dissemination of the results of the nation-wide governance survey. Six regional participation workshops were conducted in 2005. Representatives from all sectors of civil society as well as government representatives attended and made concrete recommendations to improve the state of governance and combat corruption.

The government of Guinea has undertaken the initiative of reviewing the mandate of the ANLC and is working on the design of an institutional structure which will ensure the sustainability of the national governance program, presently under preparation.

QUESTIONNAIRES

The CNLC (Comité National de Lutte contre la Corruption), an inter-institutional agency with a government mandate for both preventive and investigative initiatives in the areas of governance and corruption, launched the implementation of the three diagnostic surveys by StatView, a local survey firm in May 2003. The initial data collection from users, enterprises, and public officials was completed by June 2003 and a follow up on the field work was finished by July 2004.

FINAL REPORTS

Reports

Using the data collected from the three surveys, a report presenting the results of the surveys was drafted by StatView (the local consulting firm) and reviewed by the World Bank Institute. The document constitutes an essential input that will be used to draft a governance reform plan and design a pedagogical/awareness-building strategy for the country, providing at the same time an important benchmark for monitoring future efforts aimed to improve governance in Guinea.

Dissemination

To disseminate the results of the Survey on Governance and Corruption, a series of workshops was conducted in Guinea in 2005. The first workshop was a national two-day event held in Conakry on June 27 and 28, 2005 where representatives from key government institutions, civil society members and the donor community discussed the main findings of the Governance Diagnostic.

The national event was followed by 2 regional workshops in Boke (June 30) and Kindia (July 5). At these events, participants provided recommendations to improve governance and combat corruption at both the central and local level. These recommendations were included in the National Strategy.

In 2000 the government of Guinea started the process of elaborating the first Poverty Alleviation Strategy Paper (PRSP). After two years of consultations the first PRSP was approved by the government in 2002. The PRSP pillars included increased economic growth and revenues for the poor; development and equal access to basic services and improving governance and strengthening human and institutional capacity.

In 2005, an evaluation of the first PRSP was conducted to measure progress and to initiate the preparation of the second PRSP. The second PRSP (2006-2010) is in the preparatory phase. A first draft has been prepared through a participatory process and includes the same strategic pillars as the first PRSP namely, sustained economic growth; social infrastructure development; improving governance and strengthening local capacity.

The survey on Governance and Corruption conducted by the government of Guinea with support from the World Bank Institute as well as the recommendations for policy reform that followed the dissemination of the survey results have contributed to the elaboration of the PRSP governance pillar.
