Funding Guidelines for the Joint UNDP – World Bank Project on PSIA (Call for Proposals 2006)
The UNDP-World Bank Joint Project provides funds for country-led implementation of Poverty and Social Impact Analysis (PSIA), based on the following criteria:
Â
Requests for funding should come from governments. Any government unit can submit a proposal and lead the PSIA but it should demonstrate coordination with the relevant PRSP unit or Ministry of Finance.
The selection of the policies or reforms to be analyzed using a PSIA should be justified based on the following factors :
The expected size of the poverty and social impacts
The prominence of the issue in the government’s policy agenda
The timing and urgency of the underlying policy or reform
The level of national debate surrounding the reform
The proposal should be based on assent from country representatives of UNDP and the World Bank. If Belgian Development Cooperation has local representatives, they should be included in consultations.
The benchmark allocation for each national-level PSIA is US$ 100,000. Requests for funding above this benchmark will be expected to provide clear and ample justification.
