Presentation of Social Guarantees at the Organization of American States

On October 23, 2007 the Social Analysis team gave a presentation at the Second Regular Meeting of the Inter-American Committee on Social Development at the Organization of American States in Washington DC, introducing the social guarantee framework as a way to improve service delivery and advance towards realizing social, economic and cultural rights. The presentation was based on the team’s work on rights-based approaches to social policy, drawing on case studies from Bolivia, Chile, Colombia, Guatemala, Ecuador, Peru, Paraguay, Uruguay and South Africa.

This event was part of the preparatory work leading to the next OAS Meeting of Ministers and High Level Authorities of Social Development of the Americas to be held in Santiago, Chile in May 2008. The work on social guarantees generated wide interest and it was agreed that it would be expanded to include case studies from the Caribbean region as well.
