Background Papers for the WDR 2006: Understanding Inequality and Policies to Enhance Equity
To support the preparation of the World Development Report 2006 on 'Equity and Development , the Department for International Development (DfID), in collaboration with the Social Development Department (SDV) of the World Bank, commissioned a set of background papers from specialists across a wide range of social science disciplines. The papers attached below focus on the drivers and structures of inequality and on policies and processes that perpetuate or attenuate them. On November 15, 2004, a one-day seminar, inaugurated by Francois Bourguignon, Sr. Vice President and Chief Economist, the World Bank, was held at the World Bank where the commissioned papers were presented and debated.
The full complement of case studies and thematic papers provide in-depth analysis of existing data on inequality in particular contexts and help to understand existing patterns and causes of inequality and the ways in which countries and people are seeking to address them. The papers fall along four main lines of enquiry: 1) structures of inequality, 2) national trajectories towards more equitable development, 3) specific policies designed to reduce disparities and 4) social movements and group-based agency and their role in promoting inclusive, accountable institutions.
The papers illustrate the need to examine the multi-faceted causes and structures of inequality, the context within which they occur, and the multiple ways through which governments and peoples are struggling and transforming policies and institutions to address these inequities. As development agencies we must build on such efforts. We expect the WDR 2006 to build on these insights, deepening our understanding of inequality and of the policies and institutional changes to promote more equitable development.
