ECA Civil Society Consultation Workshop

Istanbul, Turkey, May 5-7, 2004

Prepared by Jan Pakulski (ECSSD) and Janmejay Singh (SDV).

From May 5-7, 2004, the ECA Social Development team, in collaboration with SDV, held a consultation workshop in Istanbul with civil society representatives from the ECA region. The purpose of the meeting was to seek the participants' feedback on the Bank's Social Development strategy: "Social Development in World Bank Operations: Results and Way Forward". In line with the consultation/dissemination strategy adopted by SDV, the workshop focused on topics that were particularly relevant to the civil society leaders present - social accountability and the collaboration of civil society with local governments. Fifty-three participants from 22 ECA countries participated in the event.

The workshop also served as an opportunity to discuss the region's experience with the WB Small Grants Program. During the meeting, the results of the recent internal evaluation of the SmGP in the ECA region were presented (attached). Representatives of the ECA NGO Working Group shared the feedback they had collected among CSOs across the region.

Lastly, the workshop provided the opportunity to debate the WB's experience in conducting consultations with civil society leaders. The recently updated WB "Consultation Sourcebook" served as the main document for the discussion on this topic.

The highlights of the discussions as well as the event's program, the PowerPoint presentations and the list of participants are attached. A detailed workshop report is currently being compiled by the Third Sector Foundation of Turkey and will be placed on the following website: www.ecangowg.org.

Taking this opportunity, we would like to thank Bank speakers Mark Woodward, Janmejay Singh, Jacek Wojciechowicz, our colleagues from the ECA Country Offices in charge of the SmGP for their timely responses and feedback on the SmGP, as well as Elena Nesterova in Washington, Aysim Cubukcu at the Ankara Office and all other Resource Management colleagues who assisted with travel arrangements for the participants. Last but not least, we would like to acknowledge the financial contribution towards this event from SDV.
