June 10, 2008, Mr. Igor Dodon, Deputy Prime Minister of Molodva, and Ms. Melanie Marlett, Country Manager of the World Bank Office in Moldova today opened the Pension Reform Workshop, organized jointly by the Government of Moldova and the World Bank, to be held in Chisinau on June 10-11, with participation of the Moldovan Government, agencies, and international representatives. The objective of the workshop is to learn from international experience in pension reform, discuss various pension system issues in the regional context, compare Moldovan reform efforts with other countries, and draw lessons for continuing the pension reform agenda in Moldova.

The workshop will address the issues of particular interest for Moldovan pension system, such as the link between pension benefits and pension contributions, disability pensions, unification of farmers’ and privileged pensions into the general system, development of the voluntary funded pension system, as well as the possibility of introduction of mandatory fully funded second pillar.

pensions workshop june 2008World Bank has been supporting the implementation of 1998/1999 pension reform and development of the National Social Insurance House’s capacity to administer pension and other social insurance programs through SPMP - Social Protection Management Project, implemented over 1999-2006 period.

Pension reform in Moldova was initiated in parallel with several other reforms in the country. Measures undertaken to reform the solidarity pension system in Moldova were both standard and best-practice ones. In 2002 and 2003 the reform progress in Moldova was paused. Government's current strategy is to readdress the unfinished pension reform agenda and explore the options for engaging in second generation of pension reform.

The World Bank has world-wide experience on pension reform design and implementation and will continue to support the Moldovan government in the successful implementation of the reforms in this important social area.
