We have reason to believe that there have been technical irregularities in the voting system which therefore preclude us from attaining voter accuracy in certain public votes. In view of these irregularities and to ensure fairness in our short-listing process, and in consultation with The World Bank's Legal Department and Office of Ethics and Business Conduct, we have taken action to ensure that these irregularities do not play a role in determining the number of short-listed films submitted to the independent panel of judges. This action has been taken in accordance with Sections 13 and 14 of the Rules and Guidelines for the contest.

Short-listed Films
The following films are shortlisted for the Social Dimensions of Climate Change Award category and for the Young Voices of Climate Change Award category. These films proceed to the next step for judging by a panel of independent judges who have distinct areas of expertise relevant to the Contest such as media, international development, environment and human rights. For the Social Dimensions of Climate Change Award, the judges will be responsible for selecting a first place winner, as well as second place and third place runner-ups from the shortlisted films. For the Young Voices of Climate Change Award, the judges will select one winning film from the shortlisted films. All winners will be notified by email during the month of November 2008. Please read details on the Judging Process to find out more about how winning films will be selected.
