Low-Income Countries Under Stress (LICUS)

The LICUS initiative was set up in the World Bank in July 2002, to address special challenges for World Bank support to countries with very weak policies and institutions. The initiative addresses the potential for development and donor engagement in the absence of critical national policies and institutional frameworks.

Following approval by the Executive Directors in January 2004, the Board of Governors approved the transfer of $25 million from surplus to the establishment of the LICUS Implementation Trust Fund. The trust fund is designed to support LICUS with the most severe conflict and institutional problems to implement the reforms necessary for re-engagement with the international community and to address urgent social needs through a coordinated multi-donor approach. The LICUS Trust Fund will primarily finance integrated programs outlined in a country re-engagement note rather than discrete activities.

The LICUS Trust Fund is separate from the Post Conflict Fund (PCF), which supports activities in conflict-affected countries, including small-scale capacity building, pilot social sector activities (such as refugee resettlement, assistance to rehabilitate education and health services) and analytical work. However, there are close links between the conflict and LICUS agendas, and the two programs are designed to complement each other. The LICUS Trust Fund uses the same operational procedures as the PCF and is governed by an expanded PCF Committee.
