This paper is intended primarily as operational reference for Bank staff and other international and national public officials working on financing and aid management arrangements in current and future post-conflict situations. However, because of the inherently broad context of such situations, the conclusions and recommendations are not limited to operational and technical matters but extend to strategic and policy issues.
