Countries emerging from conflict have sizeable needs for financial assistance. The Bank has worked to improve its ability to provide early and effective support for reconstruction in countries that are showing a strong commitment to re-establishing peace. A post-conflict IDA window has been approved which allows the allocation of grant resources to be used to support early recovery efforts. IDA has also altered its financial flow strategy to correspond with research on the pattern of aid and absorptive capacity for countries emerging from conflict.
Tools for financing post-conflict reconstruction include Multi-Donor Trust Funds and the Post-Conflict Fund. The LICUS (Low-Income Countries Under Stress) Implementation Trust Fund supports LICUS with the most severe conflict and institutional problems to implement the reforms necessary for re-engagement with the international community.
