Refugees and Internally Displaced Persons

People fleeing from war and unrest are especially vulnerable groups in conflict-affected societies. In exile or in internal displacement people find themselves deprived of even the most basic services and their basis of self-subsistence. Displacement is detrimental to people's livelihoods and their opportunities for self-sustainability. To the World Bank, the social and economic reintegration of refugees and internally displaced persons in a post-war environment is a major challenge in helping countries in transition from conflict.

Direct World Bank involvement in reintegrating displaced populations has been relatively limited in the past, but has grown significantly in recent years. World Bank operations have been designed in partnership with and at the explicit request of the UNHCR and other agencies, to build on initial programs developed by relief agencies for the return and reintegration of refugees and internally displaced persons (IDPs). Support for reintegration can also take the form of focused regional agricultural initiatives, development of legal frameworks for land distribution, dispute resolution, and the like.
