Cases

In this section, six recent cases of PSIA are summarized which illustrate a range of approaches to the effective sequencing and combining of methods and data for PSIA.

A PSIA on the privatization of the Agricultural Development and Marketing Corporation (ADMARC) in Malawi examined the likely impact of market closures on poor and vulnerable groups.  The analysis drew on a combination of data sources to reveal that these markets have a social function with regard to food security and access to agricultural inputs which will most likely not be taken up by the private market. The study recommended delaying further privatization until other institutions were in a position to cover ADMARCs present social functions.

A PSIA of tea sector reform in Rwanda considered the distributional impacts of two key reform components: liberalization through privatization of nine of the ten government-owned tea estates and reorganization of the tea parastatal (OCIRTHE) as a regulatory board for the sector. These questions were addressed initially through a stakeholder and institutional analysis which provided detailed understanding of the institutional and contractual structure of the tea sector. This information will inform the design of a household survey that will estimate the impact of privatization on identified welfare indicators of different social groups.

 

A household energy survey and a participatory rapid appraisal (PRA) were applied simultaneously to inform a PSIA of energy sector reform in Yemen, where the prevailing level of diesel subsidy was not considered fiscally sustainable. The objective of the PSIA was to examine which policy changes would need to be adopted in the energy sector to contribute better to poverty reduction in Yemen.

 

The Government of Zambia drafted a land reform policy, which caused some debate in the country regarding its potential impacts on low income households. A PSIA of this proposed reform used an innovative combination of qualitative and quantitative data to assess the poverty and social impact of the proposed policy and contributed to an evidence-based debate among stakeholders.

 

Proposed water sector reform in aims to improve efficiency and effectiveness of service provision, ensure access to basic infrastructure services, and improve targeting of low-income population. The water sector reform PSIA combined survey data with key informant interviews and focus group discussions to assess distributional impacts. The results, which included a recommendation that improved service quality and collection ratio should be made a prior condition for gradual tariff increases, influenced the policy dialogue between the Bank, the Government and local partners on private sector participation in the water sector.

 

A PSIA-type study on user fees in the health sector in Uganda  looked at the impact of the abolition of user fees in the primary health care sector in Uganda by focussing on access and health outcomes. Using a careful sequencing of research methods and data, the study showed that abolishing user fees had made health care more accessible to poor people.
