Job Creation, Core Labor Standards & Poverty Reduction in Africa: Country Activities

In addition to activities that are region-wide, the Trust Fund project targets three countries – Burkina Faso, Ethiopia, and Ghana – for policy-oriented research and pilot projects.  In each of these target countries, labor market issues have been highlighted in the CAS and lending programs.  The proposals are a result of intensive consultations with stakeholders and project partners.  Applied research and analysis, implementation and evaluation of pilot projects, as well as capacity building components are an integral part of all three country-work initiatives.

Burkina Faso
The Country Proposal was prepared jointly by the Government, GTZ, ILO, and the World Bank and was supported at the November 2004 Steering Committee-meeting.  The activities described in the Proposal are intended to support the Government in implementing its PRSP, which has a strong employment focus.  The Trust Fund is providing resources to prepare two important strategic documents: a national employment strategy and a national social protection strategy.  Both reports are being widely discussed with civil society, trade unions, employers, and the donor community, including ILO and GTZ.  The Trust Fund is also being used to strengthen the capacity for labor market statistics and monitoring and evaluation of employment programs.  All aspects of the work program are under way.  The proposal agreed upon in November is attached, as well as a short progress update.  Also attached is the concept note for the Bank's employment study, now being initiated, which will assist the Government in its employment strategy.  The Trust Fund is financing background papers for this study.

Ethiopia
The Ethiopia proposal focuses on supporting a policy dialogue on labor market issues.  This consultation is linked to the Bank’s SP forthcoming labor market study and its contribution has been significantly leveraged by the Bank's base budget for larger impact.  A productive dialogue is under way with the Government, the social partners, the GTZ, and the ILO.  In light of the policy dialogue opportunities and the needs highlighted by the local stakeholders, the Ethiopia team has expanded its proposal to further enhance the policy dialogue and to build capacity in the Government and among the social partners.  Substantively, the consultations have led to the identification of a new area for collaboration and capacity-building – namely the issue of improving information flows within the labor market to better inform policy-making.  This is an area on which collaboration with the ILO has started and it is included in the expanded proposal.

Ghana
The World Bank has been working with a local group (including the donors, Government, and Employers' Associations) to develop a proposal for a work program.  Activities under discussion include a survey of the informal sector, a study on VET and youth employment, and workshops to support the effective implementation of the government's employment strategy.

Work in Ghana will focus on two major objectives:

  1. supporting follow up to the Employment Summit and
  2. building statistical capacity at the Ministry for Manpower Planning, Youth and Employment.

The current Ghana Poverty Reduction Strategy (GPRS) includes considerable emphasis on employment in its overall development strategy.  Work on the Employment Summit and capacity building efforts will aim to strengthen the monitoring of these objectives within the GPRS.  It is anticipated that this work can begin promptly and a full revised proposal will be provided.
