Program Profile

Objectives

  • improved health and nutrition for population aged 0-5 years old

  • improved education of the school age population (6-14 years old)

  • improved conditions amongst extremely poor mothers

  • provide appropriate tools that allow for financial sustainability of the household through productive, work-related training and micro-credit

Conditionalities

  • compliance of women with the basic protocol concerning preventative health
  • participation of women in training courses and participation in community development
  • school enrolment of school-age children (kindergarden through sixth grade)

Transfer size

  • between 15% and 18% of the minimum rural salary to stimulate the demand for health services, nutrition and basic education

Frequency of transfer

  • bimonthly, during three years

Target population

  • families living in extreme poverty within priority municipalities

Targeting mechanism

  • proxy-means test
Covered population
  • 2004-2009 Goal: 100,000 extremely poor families
  • 2010-2015 Goal: 220,000 households
Annual budget
  • US$150-200 million, approximately US$50 million per year (for transfer payments and measures to improve provision of basic services and productive programs)
