Conditional Cash Transfer to Support Vulnerable Children and Households in the Context of HIV/AIDS and Poverty

Program Profile

Objectives

  • education: increase school enrolment, attendance and retention for children 6-14 years in primary school (up to grade 8)
  • health: improve the growth and health of children 0-5 years, through immunizations, growth monitoring and nutritional supplements
  • food security: promote household nutrition and food security by providing regular and predictable income support

Conditionalities

  • education: school attendance of at least 80% for children 6-14 years
  • health: regular health center visits for children 0-5 years, and regular participation in development activities for the caregiver

Transfer size

  • not yet determined, but less than the current social security for children of US$30 per month

Frequency of transfer

  • monthly

Target population

  • poorest 20% of households, who are without other forms of social assistance and/or affected by HIV/AIDS and other chronic illnesses and disability (a chronically ill or disabled adult in the household)
Covered population
  • 10,000 households in 120 “school communities”, randomly assigned to one of three conditions:
    • 1) unconditional income support
    • 2) conditional cash transfer
    • 3) integrated social services (all in a district in KwaZulu-Natal, the province most severely affected by poverty and HIV/AIDS)
