The Government of Kenya and DFID recently launched the Hunger Safety Net Project (HSNP) as part of DFID’s commitment to moving 16 million people from food aid to more predictable forms of social assistance. The HSNP is a “pilot at scale” and targets 60,000 of the poorest households in the country in the Arid Lands of north and north-eastern Kenya.
The project is testing out three targeting approaches to determine the most cost-effective method. It uses a home-grown database that is open-source software and available to similar programs. It partners with Kenya’s Equity Bank to deliver cash transfers to households via local shopkeepers – potentially the cheapest approach in the world. HSNP has an independent monitoring and evaluation function and a separate grievances mechanism to improve program performance and minimize fiduciary risk.
