IEG Report on Safety Nets
An Evaluation of World Bank Support 2000-2010

Social Protection Strategy 2012 ConsultationsThe Independent Evaluation Group (IEG) of the World Bank Group recently launched an evaluation report of the Bank support of social safety nets (SSN) in the last decade. The evaluation underscored the need for SSN in times of crisis and the Bank’s commitment to support SSN with lending, analytical and advisory services as well as knowledge sharing - much of it in response to the food, fuel, and financial crises. The report also recommends engaging consistently during stable times to help countries build institutional capacity and sustainable systems to design SSN that can respond timely to future shocks. It also calls for an increased engagement in low-income countries, strengthened short-and longer-term results frameworks for SSN support and strong cross-network coordination on safety nets.

Social Protection Datasets

The Social Protection datasets aim to start providing missing data about social protection programs against which to benchmark country performance and build robust systems. The datasets consolidate comparable country data on program benefit incidence, targeting accuracy, cost-benefit, poverty/inequality impacts, overlap, spending, and performance under a unique platform. The data provided is intended to support countries making evidence-based decisions on what works and does not work in social protection, and ultimately focuses assistance on cost-effective programs.

South-South Learning Forum Building Resilient Safety Nets

From May 30th to June 3rd, over 250 delegates participated in the Social Protection South-South Learning Forum on Building Resilient Safety Nets. The Learning Forum gathered from around 50 low-and-middle income countries from across the globe. South-South Learning ForumDuring the week participants shared first hand country experiences, including a field trip of local public works projects implemented by Ethiopia’s Productive Safety Nets Program (PSNP). Liberia’s Cash For Work Project - Responding to Crisis in Low Income, Fragile Countries

A newly published discussion paper looks at the experiences of Liberia’s Cash for Work Temporary Project in response to food crisis. Liberia's Cash for Work ProjectDrawing on quantitative and qualitative evaluation, the paper explores lessons on the operational performance and policy experiences emerging from program implementation. The evaluation shows that although implementing social protection programming on tight timelines is difficult in a post-conflict setting with poor infrastructure and government capacity, private actors and community structures can offer flexibility.

Evidence to Policy – Can Targeted Assistance Help the Very Poor? The Case of Chile Solidario

As part of a note series on learning what works, the Human Development Network published a policy note ‘From Evidence to Policy: The Case of Chile Solidario’. Chile Solidario program is well-known for being one of the best targeted assistance programs in Latin America and the world, reaching Chile’s 3.7% population living in extreme poverty. Coupled with intensive social worker visits and reorganization of programs to tailor services to better meet the needs of Chile’s 225,000 extreme poor families, Chile Solidario has significantly increased up-take of services of the poorest of the poor. The program shows gains in household living standards, including stable housing and work as well as increased income. The Chilean program is an example of the holistic approach governments may need to consider in their efforts to reduce extreme poverty.

Rapid Social Response Program Stories at a Glance

Rapid Social Response Program In response to the triple wave of food, fuel and financial crises, the World Bank established the Rapid Social Response (RSR) program. Find out how RSR has supported the work necessary for the Government of Burkina Faso, donors and other stakeholders to develop a more efficient and cost effective safety nets system in the country. Also read how RSR is funding two pilot projects in Bangladesh i) to develop a safety net that can more effectively identify and deliver services to the poor and ii) build an integrated system to protect poor households and improve the nutrition statues and educational outcomes of primary school-age children.
