In a post-conflict setting with risks of re-escalation of ethnic tensions, the MCDP has developed an innovative approach to local development that strengthens social cohesion and inclusion of vulnerable groups while deepening the ongoing decentralization process in rural municipalities.  The approach emphasizes building local institutions (formed by local government and civil society representatives), an innovative and comprehensive approach to targeting, promotion, and outreach, as well as procedures for community investments designed to ensure that the poor and/or vulnerable and various ethnic groups were able to participate and benefit from project activities.  A dynamic mayor of a Roma municipality as well as the management team that has led this project over the last couple of years shared the lessons learned from this successful experience.
