The Core Measures are the most basic elements of the transportation indicators. They can be detailed and they include a variety of measurements, currencies, ratios, and percentages, as well as diverse sources for the information. To help clarify such details, we have provided sets of important notes that are found at the end of set of core measures. The following are the sets of Core Measures which have been developed, together with their definitions, priorities, and sources of data (all links are small PDF documents): Additional information on Road Transport Core Measures: ROad Cost Knowledge System (ROCKS)ROCKS was developed by the World Bank (ETWTR) in 1999, and was last updated in December 2006. The purpose of ROCKS is to develop an international knowledge system on road work costs and obtain average and range unit costs based on historical data that could ultimately improve the reliability of new cost estimates.
