Dinker Sharma is the Deputy Director General for the Department of Roads Nepal which is responsible for Government policy level decision making, interacting with National Planning Commission and Finance Ministry, drafting and formulation of Procurement Act and Regulations, conducting various training programs on Procurement Management and Contract Administration for government department Staff College, and dispute Resolution for settlement of claims for Roads Board in Nepal.

Dinker has several years of contract procurement experience dealing with Napali and International contractors, consultants, banks and donor agencies.

Description:
Earlier procurement in Nepal was subjected to many Acts and Laws. There was no single Act or Rule under one umbrella for procurement process to take place smoothly. Procurement was also guided by different Donor’s requirements and different guidelines, thus still causing difficulty in adjusting from one guideline to the other. A need was thus felt to have a single Procurement Act and Regulation together with other required Standard Bidding Documents, so that the Procurement process could take place smoothly and be harmonized under a single umbrella.

Nepal has thus embarked on a path of coming up with the Procurement Act and Regulation with other necessary documents to come up with a harmonized requirement in order that the procurement under the Government’s and Donors’ financing take place under a single umbrella. The World Bank assisted initially in coming up with preliminary document. The works are still on. There has been a substantial development in Procurement and Contracting System in order to make it suitable to infrastructure procurement. The road is still far but the destination is at site.
