Contribution to transport projects appraisal:

Given the economic and social impacts a project implies, it is of great importance to have in hand the appropriate tools to carry out a correct investment appraisal. Therefore, any administration and organization in charge of the decision making on investments should have an efficient methodology that guarantees the best use of the economic resources available, defining “best use” as the one that guarantees an appropriate profitability and benefits for the different stakeholders affected by the construction of a project (e.g. construction of a road) or the implementation of a measure (e.g. increase in frequency of a public transport service).

This session aims at presenting CENIT’s contribution to transport projects appraisal, which has mainly focused in the development of an effect-stakeholders matrix, applicable to several typologies of transport projects (highways, ports, airports, railways, freight centres and urban projects) to appraise their distributional effects.

This contribution represents an important tool to be considered by World Bank TTLs. The consideration of the distributional effects is essential to appraise not only a whether a project is profitable or not, but also to appraise whether society as a whole will benefit from its implementation or not and, therefore, it whether it will boost the developing country towards a better global situation or not.

Definition and use of Key Performance Indicators (KPI) for urban mobility analyses purposes:

Key Performance Indicators (KPI) are a tool for measuring performance, i.e. to assess the functioning of a system or activity. The power of well defined KPI’s lies in the fact that their use as an assessment tool can lead to performance improvement initiatives.

This session aims at presenting the definition and subsequent use of KPIs carried out by CENIT within the framework of a national and a local projects for three specific urban mobility analyses purposes:

  • To establish a reference tool that enables the comparison of congestion amongst cities with different size, density and population and that, at the same time, orients decision makers in the choice of corrective measures against congestion.
  • To develop a simple but effective methodology to appraise the quality of public transport supply (global service indicator)
  • To improve the performance of an urban public transport mode, namely taxi services.

The KPIs defined and their application in the assessment and improvement of Spanish urban mobility issues are an important reference for the World Bank and developing countries, not only because they are faced with similar urban mobility problems/issues, but also because they can be directly extrapolated to other countries.

About CENIT
CENIT is a research centre created in 2001 as a consortium between the Generalitat de Catalunya (Autonomous Government of Catalonia) & the Technical University of Catalonia (UPC). Its main aim is to generate knowledge on transportation and to transfer it to society. CENIT was the first research center on transportation to be created in Spain and its team is made up of 30 researchers and a five-person supporting team and it keeps continuously growing. Since its creation CENIT has developed an intense research and research dissemination activity. CENIT has obtained 121 research contracts, 16 of which have been international research projects, with a total budget of 5.5 M€. The human resources have grown from 6.8 equivalent persons to 35.3 equivalent persons in 2011. 37 courses and scientific seminars related to research on transportation have been boosted. CENIT has 365 publications: 37 books, 54 articles in journals and 274 conference papers. From all the 54 published articles, 36 have been published in SCI (Science Citation Index) journals. CENIT research lines and activities cover the operation analysis, pricing, appraisal, demand’s behavior, network design and route optimization, localization and layout, etc.

Francesc Robusté
is Professor of Transportation. Dr. Civil Engineer by the Technical University of Catalonia at Barcelona (Barcelona Tech, UPC, 1989), Ph.D. in Engineering (1988), Master of Science in Operations Research (1987), and Master of Engineering in Transportation (1986) by the University of California at Berkeley. Director of CENIT, the Center for Innovation in Transport of Barcelona Tech (40 staff, US$3 million revenues in 2010). President of the Spanish Transportation Engineering Society. Director of abertis endowed chair on transportation infrastructure management. Dean of the Civil Engineering School at Barcelona (2004-2007). Director of LAMOT, the Laboratory of Transportation Analysis and Modeling of Barcelona Tech. Member of the Editorial Board of the international journal Transportation Research A (1992-2000). Author of more than 260 publications, 31 papers in SCI journals. Advisor of 15 PhD theses, and 90 graduating theses. Referee of the Spanish “university quality” agency ANECA, ANEP, several international journals and Spanish representative in the OECD-ECMT. Has been awarded several prizes for research papers (ASCE 1988, and CRTM 2010), in international ideas contests (1992), to technology innovation (1993) and for PhD thesis advising (1994, 2005, 2006, 2007, 2008, 2010) and graduating thesis advising (1999). Research lines: urban mobility, operations in public transportation and airports, logistics and traffic management and pricing.
