PPP Financing in Latin America

The global financial crisis showed the weaknesses of the institutions related with Public-Private Partnerships (PPPs) projects. One of the consequences in most countries, including Latin America and the Caribbean (LAC) countries is the negative impact on the financial climate for PPPs.

In the last three years the decreased availability of financing, as well as, the reduced risk appetite on the part of the lenders has lead to a considerable increase in the role played by Latin-American governments in supporting their PPP programs through different mechanisms. In the case of PPP financing, governments have been create or promote, for example, investment funds (private, hybrid and pension funds), guarantee funds, subsidy funds and innovative financial products. As well as, governments introduced changes in PPP legislation, PPP rules and contracts in order to achieve the financial close of PPPs.

Based on the experiences above, the conference aims to disseminate best practices in PPP financing in Latin-American countries on the experiences in design, implementation and effectiveness of the use of different mechanisms and financial innovations developed for LAC countries to support their PPP programs in response of the financial crisis. Also, the conference will focus on provide lessons learned to LAC countries and other regions in order to support their PPP programs.
