DESCRIPTION:
A TFESSD Disability and Development grant was allocated to the transport sector to pilot work in the Africa region in the context of the Dakar Diamniadio Toll Highway (DDTH) project in Senegal with the goal of developing a diagnostic method for creating and monitoring accessibility on streets, public spaces and transport infrastructure and services. “Accessibility” in transport is defined as ‘enabling transport’ for persons with reduced mobility’ across all components of the travel chain—buildings, public transport, streets and public areas. All types of disability are considered and include physical, visual, auditory, mental and cognitive impairments.

In the context of the project, the consultant team ALENIUM reviewed all relevant project components of the Dakar Diamniadio Toll Highway project (road infrastructure; resettlement of population; and urban restructuring) and determined key criteria for addressing and facilitating accessibility of disabled people and those with reduced mobility both in terms of the physical infrastructure and the operational side of the services provided.

Agenda:
The event includes an update on the United Nations Convention on the Rights of People with Disability and the new joint WHO/World Bank World Report on Disability.

Mr. Astier from Alenium consultants presents the main conclusions of the study, including proposed recommendations for implementing cost effective accessibility in the context of the project and future other transport projects.

SPEAKER:
Manuel Astier: ENPC civil work engineer, diploma in Urban planning. Partner at Alenium, in charge of Transports practice. Specialist of Accessibility in France, and in socio-economic project evaluation. Active member of Ponts Alliance Alumni, Member of the jury awarding best practices in mobility management.
