Noroarisoa Rabefaniraka



Noro Rabefaniraka is a Senior Transport Specialist at the World Bank with over twenty years of experience in the transport sector, primarily in air transport. At the Bank, she negotiates, structures, and supervises transport institutional reform and investment projects in the road, railways, maritime, and air transport subsectors.                                                                                      
Earlier in her professional career, Ms. Rabefaniraka worked in various positions at Air Madagascar (from legal affairs to market and fleet planning), and served as director of the civil aviation authority in charge of legal and economic affairs. In that function, she was closely involved in liberalizing the air transport industry by negotiating open skies and liberal bilateral agreements. She also oversaw air carriers operations. She further served in the legal committees of the International Civil Aviation Organization and of the African Civil Aviation Commission, and was an active member of the COMESA air transport regulatory committee.

Ms. Rabefaniraka holds an MBA of Concordia University in Montreal, Canada, after being awarded the female candidate full scholarship from IATA, and holds Master Degrees in business law and international trade from the Institute of Business Law of the University of Aix-Marseille III in France.
