Tomas S. Serebrisky



Tomas Serebrisky received a Ph.D. in economics from the University of Chicago in 2000.

From 2000 to 2002 Mr. Serebrisky worked in Argentina as the Chief Economist of the Antitrust Commission and as a Professor in Universidad Torcuato Di Tella and IDEA.

In 2002 he joined the World Bank and is currently working as Senior Infrastructure Economist in the Latin American and the Caribbean Region. His areas of expertise are the economics of infrastructure investments, economic regulation and antitrust. He has worked extensively on several aspects of PPPs, including: economic assessments, economic and financial analysis of PPP contracts, fiscal consequences of PPPs with emphasis on contingent liabilities and the effects of PPPs on affordability and market structure. Mr. Serebrisky published in refereed journals, including: Journal of International Economics, Transport Reviews, Journal of Maritime Policy and Management and World Competition. He also published in OECD Roundtables, Boletín Latinoamericano de Competencia (a publication of the European Commission), World Bank Research Working Paper Series, Inter American Development Bank Working Paper Series and Revista de Regulación en Infraestructura de Transporte.

Mr. Serebrisky has participated in the review process of several antitrust and mergers in the air transport sector. He has also conducted extensive research on the impact of open skies agreements, on the evolution of air cargo markets in Latin America and the measurement of technical efficiency of airports.
