The project development objective of the Rural Development Project for Romania is to strengthen the institutional capacity of local administration, community/user groups, and private service providers: a) to plan, implement, operate, and maintain small infrastructure investments in a participatory and accountable manner; and b) to increase the access of rural inhabitants in pilot areas to markets and social services, and improved water and sanitation.     The aim of this manual is to provide basic advice for engineers and other technical staff working at commune and village level. It had been designed to be used by those with some technical background but with little formal training in road engineering. 
  • Technical Specifications for Low Cost Rural Roads  (PDF, 184KB)
    The aim of these Specifications is to provide a basic set of quality requirements for the use of both local technical staff and contractors, to carry out and supervise construction and maintenance works on low cost rural roads projects. The requirements included here are based on similar documents prepared for national roads and take into account international practice for similar roads.
