Highway Development and Management Model (HDM-4) Dissemination Tools

The World Bank developed a series of tools to facilitate the dissemination and use of the Highway Development and Management Model (HDM-4) being distributed by HDMGlobal, which is an international consortium of academic and consultancy companies that have formed a partnership for the management of HDM 4 under a five-year concession awarded by PIARC commencing June 2005.  The tools available for free of charge distribution are the following:

  • World Bank Transport Paper TP-20: Applying the HDM-4 Model to Strategic Planning of Road Works (PDF) by Rodrigo Archondo-Callao. This technical note presents the author’s experience applying HDM-4 and its predecessor, the Highway Design and Maintenance Standards Model (HDM-III), to road network strategic planning evaluations in developing countries, with the objective of providing recommendations and tools to the readers who are involved in strategic planning activities. The purpose of the evaluations, the methodology itself, the input requirements, the challenges, and the presentation of results to decision makers are each reviewed in turn.
  • HDM-4 PowerPoint Presentations.  This collection of PowerPoint presentations is designed to show the different aspect of the model’s structure, technical relationships, applications, calibration and institutionalization. Part of the slides were created by World Bank staff and the others were created by many professionals from different institutions and academic and consultancy companies working on disseminating the HDM-4 model worldwide. The  presentations are available as MS PowerPoint and Adobe Acrobat files.

  • HDM-4 Version 2.05 WB Case Studies 1.0  (zip file). This ZIP file contains an HDM-4 workspace (objects.dat and objects.idx) with some case studies prepared by the World Bank to highlight the model usage at project level. The case studies are setup for HDM-4 version 2.05 and evaluate, for example, the economic justification of upgrading of an unsealed road, the maintenance policy formulation for a bituminous road, and the widening options of a congested road. The case studies documentation explains the structure and use of the model and the presents the main output reports that should be reviewed in each case.
  • HDM-4 Version 2.05 Project Evaluation Results - Version 1.00 (MSExcel).  This Excel workbook is designed to import the results of an HDM-4 Version 2.05 project study into Excel, with a maximum evaluation period of 30 years and maximum 20 project-alternatives.  Once an HDM-4 project study is completed, the user defines the location of the HDM-4 run data files and presses a button in the Excel workbook to import the main results of the evaluation into Excel. The annual results and cost streams are imported into Excel, as well as the main economic indicators. The instructions for using this tool are included in the Excel workbook.
  • HDM-4 Version 2.05 Strategy Evaluation Results - Version 1.00 (MSExcel).  This Excel workbook is designed to import into Excel the results of an HDM-4 Version 2.05 strategy study for paved roads, with an evaluation period of 20 years. Once an HDM-4 strategy study budget optimization is completed, the user defines the location of the HDM-4 run data files and presses a button in the Excel worksheet to import the main results of the evaluation into Excel. The user can view the comparison of the different budget scenarios in Excel, as well as the corresponding annual data per road class. The instructions for using this tool are include on the Excel workbook.
