The World Bank Transport Sector already part of the multisector AIDS effort in Africa and is responding in a similar manner to the recent commitments to combat AIDS in the South Asia Region. The current issue for Transport staff in other regions is to determine the most effective way to operate where a strong multi-sectoral commitment has yet to emerge. An important element of a Transport response is to gain a good understanding of partner organizations and how key stakeholders in the sector are already addressing the challenge. What can be done to draw on the work of key transport stakeholders in the fight against HIV/AIDS? What synergies across sectors and with external partners can be better exploited to address unmet needs and overcome implementation hurdles in the transport sector? This session reviews efforts at the national level to include transport in multi-sector plans to fight HIV/AIDS and opportunities to make national programs more effective through cooperation with the private sector, NGOs, and affiliate organizations representing transport employees. The national implementation of the Senegal and Zambia HIV/AIDS policy in the Transport sector and the coordination with and support of other stakeholders to implement the policy is discussed. Experience of the International Transport Federation (ITF)is described in supporting national affiliates world wide to establish workplace conditions that discourage risky behavior among transport Operations staff as well as practical guidelines for programs at company, community, and national levels. Finally, the session will examine efforts to help governments to develop transport policies in order to fight HIV/AIDS in East Asian countries and illustrates the potential difficulties in designing such policies.
