During the XVI International AIDS Conference in Toronto in 2006, development agencies from across the globe announced that they have come together on a "Joint Initiative by Development Agencies for the Infrastructure Sectors to Mitigate the Spread of HIV/AIDS."

Fighting the spread of HIV infection is a multi-sectoral challenge requiring action in the infrastructure sectors.

The six signatory agencies are African Development Bank, Asian Development Bank, UK Department for International Development, Japan Bank for International Cooperation, KfW Entwicklungsbank (German Development Bank), and the World Bank.
